Wai Chong Khuan - LL.B (Hons) Malaya

Wai Chong Khuan obtained his Bachelor of Laws (Hons) degree from University of Malaya in 2008. He was called to the Malaysian Bar in 2009. He was previously a partner of the litigation division in a leading legal firm and subsequently joined Messrs Low & Partners as a partner in 2017.

Toh Lee Khim - LL.B (Hons) U.W.E, Lincoln's Inn

Toh Lee Khim read law at the University of West England and graduated in 2007. She was called to the English Bar in 2008 and became a member of the Honourable Society of Lincoln's Inn, London. Upon completion of her pupillage at Messrs Raja, Darryl and Loh, she was retained as an associate in the Dispute Resolution department which specialises in banking litigation. She was involved in the widely reported case of Bistari Land v Malayan Banking Berhad.

She later joined Messrs Low &Partners in 2013 and found interest in commercial, family and employment law. As Head of the Litigation Department at Low & Partners, her key achievements include:

  • Lead lawyer in obtaining adoption order for offsprings of MH17 victims;
  • Lead lawyer in handling complex extraterritorial adoption order;
  • Lead lawyer in successfully convincing the court to grant a caveat to preserve the status quo of property pending the dissolution of marriage (Francis Karel Rene Joseph Himpe v Theresa Gina Arteta Frias[2015] 5 AMR 234).

She has been nominated as the Woman Lawyer of the Year award at the Asian Legal Business Malaysia Awards 2016. She also sits in the Bar Council Family Law Committee. She constantly appears in the media and is involved in client development programmes which includes giving presentation and talks to selected firm clients.

Liew Chen Siang - LL.B (Hons) Malaya

Liew Chen Siang graduated from University of Malaya with a Bachelor of Laws degree in 2008. He was called to the Malaysian Bar in 2009. In 2015, he joined Messrs Low &Partners as a partner.

At Low & Partners, Chen Siang heads the Conveyancing and Banking Division and he focuses on real estate works. He specialises in security documentations including loan documentation for various commercial banks, merchant banks and other financial institutions. He has experiences advising clients on a wide range of real estate transactions, corporate and retail banking. His clients range from individuals to financial institutions, developers and public listed corporation.

 

His experience includes representing and advising various real estate developers, corporations and institutions, in the acquisitions and/or sale of agricultural, residential, industrial, commercial land and buildings and the development and sale of the completed properties. Chen Siang advices the developers on project development and ensures their due compliance with all regulatory matters, as well as negotiates with the financial institutions for financing of the project.

Chen Siang has brought his diverse legal knowledge and skills in banking and conveyancing matters to craft distinctive and effective legal strategies for his clients. He also actively engages with the public by giving talks and seminars on conveyancing-related matters.

Andy Toh Chin Lee - LL.B (Hons) MMU

Andy Toh graduated with a Bachelor of Laws (Hons) from Multimedia University in 2008 and was called to the Malaysian Bar in 2011. He commenced his legal practice at Messrs Foong & Partners where he advised on various corporate and property matters.

Upon joining Low & Partners, Andy Toh acts in property, real estate and banking transactions. On top of being a savvy conveyancer, his prior experience as an international buyer in a Japan listed company further substantiates him as an effective negotiator. His areas of practice presently spans:

Loke Yuen Hong, LL.B (Hons), UKM

Loke Yuen Hong graduated from National University of Malaysia with a Bachelor of Laws in 2010. While pursuing his degree, he repeatedly made the Dean's List in various academic sessions. Upon his graduation, he commenced pupilage in Messrs Raja Daryl & Loh and was subsequently admitted and enrolled as an Advocate & Solicitor of the High Court of Malaya. He was retained in Messrs Raja Darryl & Loh as an associate in 2015. Fiona Fong - LL.B (Hons) London, CLP

Fiona graduated from University of London with an LLB (Hons) in 2008 and obtained the Certificate of Legal Practice the following year. She was admitted as an Advocate and Solicitor of the High Court of Malaya in 2011.

Fiona began her legal practice on the area of conveyancing and property. She later found interest in corporate and commercial law, and has since then been practising in the area of corporate and commercial law. Fiona was with Messrs Abdullah Chan & Co and Messrs Tay & Partners during which she handled a wide range of corporate and commercial work from local and cross border deals.

Fiona’s areas of practice spans mergers and acquisitions, corporate advisory, commercial drafting and real estate and financing matters. The notable transactions she has handled over the years of practice are:

    • Acquisition of a majority stake of a company involved in the business of providing human resources outsourcing solutions and management services by Japanese-owned outsourcing company for RM54 million.
    • Disposal of the shares owned by a French public limited company in its Malaysian subsidiary involved in providing assessment, testing and certification of sites services, to another wholly owned subsidiary as part of its internal restructuring exercise. The deal is valued at RM65.4 million equivalent.
    • Acquisition of shares of an air conditioning manufacturer valued at RM16.4 million, prior to its proposed initial public offering and listing on Catalist Board of Singapore Exchange and acted as Malaysian counsel for the proposed IPO on Malaysian-law related matters concerning the Malaysian manufacturer.
    • Acquisition of habitats business carried on by a Malaysian company by Scottish client via a newly set up and wholly owned Malaysian subsidiary for RM12 million equivalent and the equity structuring of Malaysian subsidiary to be in compliance with the Petronas licensing requirements for the application under a specific SWEC.
    • Merger of the wholly-owned Malaysian subsidiary of a global provider of applications for automating business processes based in Sweden with the wholly owned Malaysian subsidiary of a United States-based manufacturer of laser printers and imaging products.
    • Disposal of shares in a 5-star local hotel owner company by a listed company to other shareholders at a total consideration of RM8.7 million.
    • Investment of a government-linked company in a stem cells production company at RM6.2 million.
    • Restructuring of a group of companies that specialised in traditional Chinese Medicine and application of the stamp duty relief for the transaction.
    • Joint venture between Dutch client and a Malaysian partner to form a Malaysian joint venture company to carry out inspection and overhaul services of aircraft components.
    • Reflagging of a vessel under the Malaysian International Shipping Registry and the equity structuring of the asset-owning company to be in compliance with the registration requirements under the relevant law.
    • Legal compliance of a foreign international school under the applicable Malaysian laws.
    • Legal opinions on matters in relation to financing documents of foreign borrower companies or security parties or in relation to seller’s guarantor pursuant to share purchase by clients
    • Commercial or business contracts drafting or review for local and foreign clients.
  • Sale and purchase of properties including the sale of land for RM20.9 million to a property developer and loan transactions including a grant of RM62.7 million term loan for funding the purchase of a residential land and grant of RM8.7 million term loan for working capital or overdraft purposes.
